Vyacheslav Gaizer was born on 28 December, 1966 in Inta, Komi ASSR. He is Komi by nation.
He has gone into higher education. In 1991, he graduated from Moscow Economical Statistics College with a degree in automated control systems. In 1999, Vyacheslav Gaizer graduated from Moscow State Economy, Statistics and Information University with a degree in finance and credits.
In 1991, he worked as an expert in regional representation section and later as a deputy manager of Syktyvkar affiliation of MENATEP Joint-Stock Commercial Bank of Scientific and Technological Advance.
In 1993, he was employed at KomiBank Joint-Stock Commercial Bank as the head of retail deposit section and vice-president.
In 1996, he worked as a deputy chairman and later as the chairman of the board at Komi Social Bank Commercial Bank.
In 2002, Vyacheslav Gaizer held office of the first deputy minister of finance of the Republic of Komi.
Following the decree of the head of the Republic of Komi, on 22 July, 2003 he has been appointed as minister of finance of the Republic of Komi.
On 27 May, 2004, the decree of the head of the Republic of Komi has appointed Vyacheslav Gaizer on the position of deputy head of the Republic of Komi, also reserving to him the position of minister of finance of the Republic of Komi.
On 20 May, 2009, the decree of the head of the Republic of Komi has appointed Vyacheslav Gaizer on the position of senior deputy head of the Republic of Komi, also reserving to him the position of minister of finance of the Republic of Komi.
On 6 January 2010 the President of the Russian Federation Dmitry Medevedev introduced Vyacheslav Gaizer to the State Council of the Republic of Komi as the candidate to become Head of the Republic of Komi.
On 15 January 2010 he was confirmed as Head of the Republic of Komi by the State Council of the Republic of Komi and took office.
