The Head of the Republic of Komi proposed to increase the responsibility of forest sites operators
Speaking at the panel discussion of the IV International Conference "Pulp and Paper Industry of Russia. New Realities, New Opportunities", Sergey Gaplikov drew attention to the demand of strengthening the monitoring over leasing contracts implementation.
In Komi, the forests leased areas under harvesting exceed 5.5 mln hectares. This year the forecasted harvesting at this rental base will exceed 6.7 mln m3 of wood, the estimated annual cut is about 12 mln m3.
“The responsible use of this wealth is of great importance for us. It is necessary to increase lessees’ responsibility for violating contractual obligations in terms of amount and quality of reforestation in forest sites. It is possible to revise the terms of concluding a forest lease agreement for new terms without bidding. It is necessary to establish a requirement to terminate the contract in the event of failure to provide protection, preservation and reproduction of forests in accordance with the development project,” the head of the region commented on.
Sergey Gaplikov expressed confidence that these measures would attract responsible forest users, encourage lessees’ investments in the construction of forest roads and forests protection and reproduction.
