The Government of the Republic of Komi and the Association of Polar Explorers signed an agreement on cooperation.
The document was signed by Head of the Republic of Komi Sergey Gaplikov and the deputy of the State Duma of the Federal Assembly of the Russian Federation, the Special Representative of the President of Russia for International Cooperation in the Arctic and Antarctic, the President of the Association Artur Chilingarov. The signing ceremony took place at the VII International Forum The Arctic: Present and Future held on December 4-6 in St. Petersburg.
The Interregional Public Organization the Association of Polar Explorers works hard to attract attention to the Arctic agenda and protect the interests of people who live and work in the Far North. The Head of the Republic of Komi thanked Artur Chilingarov for his contribution to the development of the Arctic Zone of the Russian Federation and expressed confidence in fruitful and long-term cooperation.
"We agreed to unite efforts to develop proposals aimed at solving the problems of the Arctic territories. This also concerns the improvement of the legislative base in the development of the Arctic Zone and rights protection of the indigenous minor nations of the North, preservation of the Arctic Territories fragile ecosystem, Sergey Gaplikov commented. We will also work together to create a favourable investment climate and to foster investments to implement priority projects of the Arctic development. Development of the Polar sciences and training system are also in the area of our attention."
This agreement serves a basis for the development and implementation of bilateral and multilateral projects, conclusion of agreements and protocols in various cooperation areas to develop the Arctic Zone of the Russian Federation.
The document sets out a wide range of cooperation areas. Among them there is a work of the Polar Commission of the Republic of Komi. This expert and advisory body will be engaged in supporting the Republic of Komi activities in interregional cooperation for the development of the Arctic Zone of the Russian Federation and related infrastructure.
*** Interregional Public Organization Association of Polar Explorers was established at the All-Union Congress of Polar Explorers in 1990 to protect the interests of polar workers, residents and indigenous peoples of the Far North, to facilitate implementation of the main directions of the state policy of the Russian Federation in the Arctic and Antarctic, to participate in the creation and implementation of programs in environmental protection and polar territories.
To facilitate regional activity and to develop interregional cooperation the Association of Polar Explorers encourages establishing of regional Polar Commissions being public expert-consultative bodies under the administrations of the subjects of the Russian Federation. At the moment the polar commissions have been established and are successfully operating in St. Petersburg, the Arkhangelsk Region, the Murmansk Region and the Krasnoyarsk Region.
