Sergey Gaplikov; "The modern policy of rural areas development should consider their rich diversity and contribute to people's initiatives promotion"
This has been stated by the Head of the Republic of Komi following the results of the second day of the 33rd plenary session of the Congress of Local and Regional Authorities of the Council of Europe. The forum is taking place these days in Strasbourg, France. Sergey Gaplikov is an appointed deputy representative of the Russian Federation in the Chamber of the Congress Regions according to the decree of the RF President No. 217-rp from July 21, 2016.
Today, in the course of the plenary session, the Congress delegates have discussed problems and prospects the of rural regions development. In particular, participants have come to the conclusion that to rich a sustainable and effective agricultural areas development, a modern policy adapted to the specific features of these areas as well as territorial and multi-sectoral investment approach is required.
"Both in Europe and in Russia rural areas are distinguished by their natural-climatic, geographical, social, economic, ethnic and ecological diversity. At the same time, some of them are flourishing, the others, on the contrary, face demographic aging, migration, high levels of unemployment, poverty and farming lands abandonment," the Head of the Republic of Komi commented. "In order to solve these problems, it is necessary to develop local strategies for agriculture development in cooperation with all development processes’ participants. We need to improve the situation in education and training, to support entrepreneurship, and to introduce actively the latest technologies, including those diversifying local economy. And, of course, to promote initiatives of rural population, as it has been done in the Republic of Komi within the framework of the "People's Budget" project. All these proposals of delegates have been included in the Congress resolution."
Participants of the plenary session have also discussed issues of corruption fighting and manifestation. Namely, introduction of transparent rules of budgetary purchases at the local and regional levels has been suggested.
"The authorities should assess various corruption risks associated with procurement and establish internal control mechanisms, and assess their effectiveness. At the same time, information on public procurement should be available at all stages of the process, so that society can actively participate in monitoring the budgetary funds expenditure and thereby maximally influence the corruption risks reduction," Sergey Gaplikov said. "I would recall that in the Address to the Federal Assembly, RF President Vladimir Putin brought corruption in the line with terrorism as the main danger threatening Russia's national security. Anticorruption activity is paid much attention in the Republic of Komi. Last year we adopted 2016-2020 regional corruption combat program. The Commission for Anti-Corruption Activities Coordination has been formed and functioning, the plan of preventive measures to improve quality of work and raise effectiveness in public procurement has been approved."
