Sergey Gaplikov, the Head of the Republic of Komi pointed out the resources of the Parliamentary Association of the North-West of Russia (PANWR) in the solution of socially significant issues
This was announced by the Head of the Republic during the PANWR Presidium session in Syktyvkar. S.Gaplikov named the issues of the Russian Arctic zone development, transport accessibility and measures of social support as actual topics for discussion and decision-making.
"The Parliamentary Association is a powerful instrument and a prestigious union, which helps to consolidate efforts in resolving fundamental issues important to the regions of the Northwest Russia at the legislative level," Sergey Gaplikov said. "One of the key topics for discussion and proposals is the prospects for the Russia Arctic zone development, considering the fact that some North-West Russian regions are partially adjoining this zone. Besides, we should not disregard regions not included in the Arctic zone and keep them away from this work. We all are connected in logistics, economy and labour. This topic will be discussed within the framework of the Arctic Forum with the participation of the President of Russia in Arkhangelsk. Therefore, the solutions elaborated within the joint work of the Parliamentary Association of the North-West of Russia can and should become the basis for decisions adopted in the forum."
Sergey Gaplikov paid special attention to transport accessibility taking into consideration spaces and remoteness of the regions. The Head of Komi said that the leaders of the Republic of Komi, Vologda and Arkhangelsk regions forwarded an initiative to customize method of assigning highways to different management levels and to transfer a number of regional highways in the federal ownership. This primarily regards to roads, which strategically and functionally are being operated as roads of federal significance, joining regions with federal centres. At the same time, they haven’t got a federal status that deprives them from being brought in balance with transport safety requirements.
The Head of the Republic of Komi wished parliamentarians a successful work at the Presidium of the PANWR and expressed readiness to support consolidated decisions aimed to improve the people’s life and to facilitate regional development.
