In the Republic of Komi a greater comfort is created for business
The work is carried out within the framework of "the road map" for the implementation of the best practices of the investment climate conditions national rating. The purpose of "the road map" implementation is the Republic of Komi entry in the number of regions with a comfortable business environment and an attractive investment climate.
The national rating is introduced in Russian regions in order to fulfill the task set by Russian President Vladimir Putin to improve the investment climate in the country.
Thus in 2015 according to the Ministry of Economy of the Republic of Komi the average number of procedures required for legal entities registration was reduced and now it is less than four. According to the survey of the Federal Agency for Strategic Initiatives a satisfaction degree with the authorities business activities regarding legal entities registration amounted to 4.5 points out of possible 5 [on the assessment scale 4 for good, 5 for excellent].
In addition, from 2015 an average number of property rights registration procedures reduced from 4.58 to 3.81 in the region. The order of connection to the electricity grid was optimized and standardized, thereby the average time to get connected to a power grid reduced from 93 to 73 days.
On the basis of the Chamber of Commerce of the Republic of Komi the counseling center for suppliers and customers called Supplier Portal of the Republic of Komi http://zakupki11.ru was established. The main task of the resource is to inform businessmen of the republic about the upcoming public procurement in each district of the republic in 20 business areas.
Also, a comprehensive service named Starting Business was introduced on the basis of multifunctional centers (MFC) in all 20 municipalities of the republic.
*** The National Rating of Investment Climate is a joint project of four business associations (RUII, CTC, Business Russia and Support of Russia) and the Agency for Strategic Initiatives. Rating allows to identify the best practices and contributes to their dissemination in regions.
Pilot testing of the National Rating took place in 21 subjects of the Russian Federation in 2014. The first full-scale rating was conducted in 2015. The work of regional teams to create comfortable conditions for business was evaluated in 76 subjects of the Russian Federation. In 2016 the survey covered all 85 regions of Russia. 4 of them as Nenets Autonomous District, Chukotka Autonomous District, the Republic of Crimea and Sevastopol were evaluated beyond rating.
