Vladimir Tukmakov, Deputy Head of the Republic of Komi and Minister of Finance of the Republic of Komi, coordinates work of the executive agencies of the Republic of Komi, controls their activities, and authorizes them to deal with the following issues:
1) Science and innovation policy; development and implementation of regional sci-tech and innovative programmes and projects;
2) Republican investment policy-making and promotion of private investments;
3) Attraction of extra financial resources to the economy of the Republic of Komi;
4) Development and improvement of the state economy regulation mechanism in the Republic of Komi;
5) Economic restrictions established by the legislation;
6) Establishment and development of foreign economic and interregional relations of the Republic of Komi;
7) Interactions between the Government of the Republic of Komi and the Government of the Russian Federation;
8) Forecasting the economic and social development in the Republic of Komi;
9) Development and realization of the state financial, budgetary and tax policies in the Republic of Komi;
10) Republican budget planning and performance in the Republic of Komi;
11) Efficient use of the budgetary funds in the Republic of Komi;
12) Development of intergovernmental fiscal relations;
13) Unified property relations state policy;
14) Administration of the public estate in the Republic of Komi;
15) Support of businesses and SMEs;
16) Labour relations;
17) Promotion of the population employment;
18) Realization of the unified state policy on licensing of certain activities;
19) Formation, placement and control of public contracts;
20) Support of the activities of justices of the peace;
21) Alternative civil service at lower organizations of the executive agencies of the Republic of Komi;
22) Land relations;
23) Realization of the state tourism policy.

According to the Division of Responsibilities between the Senior Deputy Head of the Republic of Komi and deputy heads of the Republic of Komi approved by Order of the Head of the Republic of Komi No. 85-p as of February 17, 2011, the following issue consideration procedure exists:
Issues under the jurisdiction of the Deputy Head of the Republic of Komi Vladimir Tukmakov will be considered by the Senior Deputy Head of the Republic of Komi Alexey Chernov. In the absence of Alexey Chernov, the Deputy Head of the Republic of Komi Alexander Burov will accept the responsibility.
