Vitaly Stakhanov, Deputy Head of the Republic of Komi, co-ordinates work of the executive agencies of the Republic of Komi, controls their activities, and authorizes them to deal with the following issues:
1) Implementation of the National Priority Projects "Health" and "Education";
2) Development and improvement of the strategic development concepts for public health and social development in the Republic of Komi;
3) Realization of the state archival policy in the Republic of Komi;
4) Social and demographic policies; social protection; pension provision, benefits and payments; social support and service;
5) Public health;
6) General and vocational education;
7) State youth policy;
8) Physical training, sports and tourism;
9) Prevention of trespass, child neglect and juvenile delinquency within the competence of regional executive agencies of the Russian Federation;
10) Counteraction against drug abuse and psychotropic substances and their illicit trafficking;
11) Culture and protection of the republican cultural heritage objects;
12) Realization of the state civil registration policy in the Republic of Komi.

Substitution procedures for the Senior Deputy Head of the Republic of Komi and deputy heads of the Republic of Komi in case of their absence or illness, or missions
According to the Division of Responsibilities between the Senior Deputy Head of the Republic of Komi and deputy heads of the Republic of Komi approved by Order of the Head of the Republic of Komi No. 85-p as of February 17, 2011, the following issue consideration procedure exists:
Issues under the jurisdiction of the Deputy Head of the Republic of Komi Vitaly Stakhanov will be considered by the Senior Deputy Head of the Republic of Komi Alexey Chernov. In the absence of Alexey Chernov, the Deputy Head of the Republic of Komi and Minister of Finance of the Republic of Komi Vladimir Tukmakov will accept the responsibility.
